Some research on this direction have good result and new traffic control system must extend current AI traffic system to creating irregular traffic flights (charter flights, rescue flights, patrol flights), more friendly and easy to use interface with protecting system from illegal copying.
This project can be release "step-by-step" and then can be delivering to end user as independent software blocks (as sample - rescue traffic system, charter traffic system, helicopter traffic system) or as one big solution.
